As explained earlier, English has become a basic requirement
in the competitive job market today. Catholics especially dalit
catholics should not lag behind and be left out in this rat race
due to lack of competence in English.
Moreover even poor
people pay exorbitant fee to educate their wards in English
medium schools. In the context of urbanization and
commercialization of education, we need to show a different
and people oriented approach by running English Medium
schools. Let us give the best to the least who, otherwise, will be
deprived of this opportunity.
English climate will definitely make a difference in learning the
language. Keeping these things as the back drop, EMS has been started
since 1968.
The following norms and guidelines are to be followed in starting
and running of EMS.
Catholics are to be given priority in admission. Among
Catholics, Dalits are given the first preference.
Since it is self-financing, fee structure is to be evolved in
consultation with the management committee. It should not
exceed the normal fees collected by other schools in the
vicinity.
In order to maintain quality and better teaching learning
climate, the class strength should not exceed 50.
Good salary with all the other due benefits should be given to
the staff. The exact salary and other emoluments can be fixed
by the SEC and periodically reviewed. Province norms are to
be followed in this regard.
The admission committee should ensure atleast 50%
admission to catholics and dalits.
Twinning system could be followed in these schools. One rich
boy/girl could sponsor the education of one poor boy/girl. All the fees
for both could be collected at the admission time itself.
